04/03 :  DRE EVALUATION LEADS TO MAJOR DRUG CASE

nwevaluatormasthead.jpg

DREs can have a major impact on drug investigations and drug seizures.

The following is an excellent example of an Oregon case where a Drug Recognition Expert (DRE) conducted a drug-impaired driving evaluation that turned into a very successful drug investigation.

On August 5, 1999, a City Police Officer stopped a driver who was driving the wrong way on a one-way street. The officer determined that the driver was impaired and arrested the 21-year-old male driver for DUI. The suspect was given a breath test, which resulted a .01% BAC. The degree of impairment noted by the arresting officer did not correspond with the breath test results, so he requested a local DRE to conduct a drug evaluation on the suspect. Senior Trooper Tim Plummer, an Oregon State Police DRE, responded and determined that the suspect was under the influence of cannabis (marijuana) and a hallucinogen.

After the arrest, the arresting officer located a small baggy of suspected psilocybin mushrooms in the car. Read the rest ...

"I responded to a one vehicle crash at ... I noticed empty beer cans throughout the vehicle. The occupants of the vehicle were carefree and none of them really knew what had happened. The vehicle hit 3 retaining walls in the construction zone.

"I spoke with the 19 year old driver. He denied drinking any alcohol. He was very excited, talkative and carefree. His speech was rapid. His pupils were dilated. His BAC was .077. The subject stated that he wasn’t drunk.

30/01 :  Users Report Potentially Serious Cannabis-Related Problems

cesar17-03.png

Center for Substance Abuse Research (CESAR) reports that nearly one in ten first-year college students at a mid-Atlantic university have a cannabis use disorder. Even in the absence of a disorder, users appear to be at risk for potentially serious cannabis-related problems. Students who had used cannabis five or more times in the past year reported problems related to their cannabis use, such as concentration problems (40.1%), regularly putting themselves in physical danger (24.3%), and driving after using marijuana (18.6%; see figure below).

The
HawkEye™ System can help keep these impaired drivers off the road. Drivers who are impaired with Canabis alone will not exhibit HGN (nor VNG) but will likely show LACK of CONVERGENCE and DILATED pupil size. They will also have high pulse and blood pressure. These signs cannot be suppressed by practising. Show video from HawkEye™ taken at the SFST to a DRE to assess whether a driver with these eye signs is impaired.

25/01 :  Mandatory Jail Time for DUI
